The Stakeholder Salience Model1 can be used from the TSLs to categorize the stakeholders based on power, legitimacy, and urgency (Activity 2.1. and 2.2 of TRANSFORMER Roadmap):

  1. Power: authority and influence
  2. Legitimacy: their involvement is appropriate (morally, legally, etc). Legitimate stakeholders are the ones who ‘’really count’’ for the successful operation of the TSL
  3. Urgency: calls for immediate attention, or pressing need. Urgency is based on 2 attributes:
  4. Time-sensitivity-when stakeholder’s need is time-sensitive in nature
  5. Criticality-when the need is important or critical to stakeholder
