Stakeholder power analysis and the Four Rs tool

Stakeholder power analysis1 is a highly effective tool that can help TSLs in identifying influential stakeholders (Activity 2.1. and 2.2 of TRANSFORMER Roadmap), and increasing ownership of decisions, thereby enabling effective engagement and TSL processes success.

The Four Rs2 is a tool for unpacking stakeholder roles by assessing their Rights, Responsibilities, Rewards (or revenues or returns), and Relationships with other stakeholders’ groups. The Four Rs may be seen as a complement tool to stakeholder power analysis, and may form a useful tool to apply as part of it, since it can:

  • Explore stakeholders’ relative powers, by proxy assessment
  • Assess stakeholders’ mutual relationships
  • Pave the way for role negotiation by establishing stakeholder dialogue and agreement
