A SWOT analysis, which stands for Strengths, Weaknesses, Opportunities, and Threats, can be also used by a region as a strategic planning tool to gain a clearer understanding of its current situation in terms of these four elements (Activity 1.2 in TRANSFORMER Roadmap). In the context of the TSL approach, SWOT analysis can be used as a summary of the transition needs and potentials of becoming climate neutral.
The closely intertwined transition needs and potentials of the region can be summarized in form of a regional SWOT analysis that can be also supported by a thorough document research and analysis of the strategic planning and policy documents of the region.
